MINUTES OF THE REGULAR MEETING OF JUNE 10, 2009
CALL TO ORDER: The Regular Meeting of the Board of Town Trustees was called to order by Supervisor
Clarke at 7:30 p.m., at the Lisle Township office, 4711 Indiana Avenue, Lisle, IL.

2. Public Comments: Ms. Marcy Ricker advised the Board
that all of her neighbors except one have been thrilled with the new refuse and recycling program. Mr. Cassioppi gave an
update on the meetings held about the need for safe walkways on 79th St. near the forest preserve. He said the
County is exploring waiving substantial fees for permits for the work.
3. Approval of Minutes: Motion by Trustee Klaeren to
approve the minutes of the May 13, 2009 Town Board meeting. Second by Trustee Tams. Voice vote, all in
favor, motion passed.
4. Approval of Prevailing Wages for Town Fund: Supervisor
Clarke presented the annual Prevailing Wage Ordinance. The wages are determined by the Department of Labor for the entire
county. Motion by Trustee Klaeren to approve the Ordinance as presented. Second by Trustee
Tams.

5. Approval of Prevailing Wages for Road District: Highway
Commissioner Dow presented the annual Prevailing Wage Ordinance. The wages are the same as for the Town Fund, as determined by
the Department of Labor. Motion by Trustee Klaeren to approve the Ordinance as presented. Second by Trustee
Voras.

6. Update on 4721 Indiana Building Improvements:
Supervisor Clarke reported that a new Carrier rooftop HVAC unit was installed with a crane. Quotes were obtained before the
contract was awarded to the low company for $9,500. Approximately 75 feet of drain tile is now installed and tied into the
downspouts. Some drywall has been patched, but the walls are not going to be removed. Old carpet has been
removed. When the Highway Department was working on the parking lot they installed underground PVC drainpipe from the
northside downspouts directly into the storm sewer. The downspouts will no longer drain across the sidewalks and parking lot
to a catch basin, which will help keep the basement dry and the walkways safe.
7. Report of Township Supervisor: Supervisor Clarke
introduced Sheriff’s Deputy Mike Urso, who will be the liaison between the Township and Sheriff’s office. Deputy Urso gave a
brief crime report, and said that GPS theft is the number one complaint recently. He advised to keep your cars
locked. Deputy Urso also described a new program with several police departments, including Lisle, for prescription medicine
disposal. They are collecting 20 – 40 pounds per week of outdated and unwanted medicines. There is a box
for disposal at the Lisle Police Department.
Mr. Clarke introduced Gerry Cassioppi, attorney for the Friends of Lisle Township
Foundation. Mr. Cassioppi gave a brief review of the past 2 years work to form the Friends, including forming the
not-for-profit corporation, applying for and obtaining the IRS 501(c)(3) designation, and meetings of the Board of Directors.
Mike Loftus, Liz Martinez, and Chuck Clarke are the Board. Trustee Voras asked if it would be a conflict of interest if a
Trustee were on the Board. Mr. Cassioppi answered no. Trustees has questions about the relationship between
the Township and Foundation. The Foundation is a separate legal entity, but they are related because the Township pays the
Foundation expenses, such as legal and accounting, and the Foundation’s sole purpose is to support the Township food pantry.
Mr. Cassioppi only represents the Foundation. Mr. Clarke will have Len Monson attend the next meeting as the Township
Attorney. If Trustees have specific questions for Mr. Monson they should submit them in advance so he can be prepared to
answer them. Mr. Clarke agreed to get copies of all Foundation documents to all Trustees for their review.
Mr. Earl Dorcy, CPA, has been hired to conduct an audit and prepare financial statements for the Foundation.
Mr. Jim Vondran gave an update on the food pantry. The Northern
Illinois Food Bank received emergency food packages from DuPage County, and gave the Township a pallet of about 55 boxes, with about 30 pounds of
food per box. The Township is coordinating with the Lisle Fire Department and local hospitals to distribute the emergency food
as needed.
A computer terminal hooked up to the Election Commission has been installed in the
lobby of the Township building.
8. Reports of Township Officers: Highway Commissioner Dow
reported that Sheriff John Zaruba was elected President of the Sheriff’s Association. Last month Mr. Dow had trials on the
1997 tax objections. He won the big case and lost the small case, and the tax objectors have filed a motion to
reconsider. His department replaced broken curbs and repaved the township parking lot last month. They are
also repaving Janes Avenue. The asphalt contract for this year was awarded to Geneva Asphalt. He still
plans on painting the new building during the next month. Several garage doors are rotting and Mr. Dow will be seeking
bids.
Assessor Trowbridge thanked the Highway Department for excellent work installing
underground drain pipes from the downspouts on his building.

10. Audit of Expenditures:
Motion by Trustee Voras to audit expenditures. Second by Trustee
Tams. Voice vote, all in favor, motion passed.

Motion by Trustee Modica to approve the audit of the expenditures. Second by Trustee
Voras.
