MINUTES OF THE REGULAR MEETING OF SEPTEMBER 10, 2008

 

CALL TO ORDER:  The Regular Meeting of the Board of Town Trustees was called to order by Supervisor Clarke at 7:30 p.m., at the Lisle Township office, 4711 Indiana Avenue, Lisle, IL.

 

1.         Roll Call:

2.         Public Comments:  None.

 

3.            Approval of Minutes:  Motion by Trustee Smith to approve the minutes of the August 13, 2008 Town Board meeting.  Second by Trustee Voras.  Voice vote, all in favor, motion passed.

 

4.            Discussion of Elected Officials’ Salaries for 2009 – 2013 Term:  Clerk Tarulis handed out a summary of the salaries set so far by other Townships for the next term.  Supervisor Clarke asked for discussion by office.

 

            Trustee:  Currently $5,900 per year.  The average of other townships for the next term is $6,300.  Trustee Smith suggested that in this economy, a maximum of $6,000 per year, so we are in the middle to low range of other townships.  Supervisor Clarke calculated that a 3% raise over the current salary for each year of the next term would be $6,077 next year, and $6,640 the final year, for an average of $6,356 per year.   

 

            Clerk:  Currently $18,000 per year.  Clerk Tarulis asked to be raised to the average of other townships, which would be in the low to mid-twenties.  The average of the other townships that have set salaries for the clerk is $23,905 next year, and $25,872 in the final year.  Trustees were concerned that the amounts would be a large percentage increase over this year. 

 

            Highway Commissioner:  Currently $83,000 per year.  The average for other townships is $88,500 next year, and $94,200 for the final year.  A 3% increase over the current salary would be $85,500 next year, and $93,420 in the final year.  Trustee Modica suggested we use the same salary as Downers Grove Township:  $86,000/$87,500/$89,000/$90,500.

 

            Supervisor:  Currently $54,000 per year.  The average of other townships is $55,400 for next year.  A 3% raise would be $55,620 next year, and $60,777 in the final year, for an average of $58,400.  Trustee Modica suggested $55,500/$57,000/$58,500/$60,000. 

 

            Assessor:  Discussion deferred in Assessor Trowbridge’s absence.

 

5.         IMRF Early Retirement Incentive Resolution:  Supervisor Clarke requested the discussion by tabled until next month, when all Trustees should be present.  Trustees agreed to defer discussion to next month.

 

6.         Update on Refuse and Recycling Contract:  Supervisor Clarke advised that the Request for Proposals (RFP) was sent out, and two responses have been received so far.  The Refuse Committee will review the quotes, and make a recommendation to the Town Board.

 

7.         Report of Township Supervisor:  Supervisor Clarke reported that the food pantry has been very busy.  The passport program is also staying busy.

 

8.         Reports of Township Officers:  Assessor Trowbridge arrived at the meeting at approximately 9:00.  He was downstate receiving an assessor’s award.  Mr. Trowbridge reported that the phones in his office are still not working properly.

 

            Highway Commissioner Dow reported that the cost of road salt is triple last year.  The salt is bid out by the State for all municipalities, and the cost is $120 per ton this year, compared to $40/ton last year.  He doesn’t have enough money in the budget to purchase the same amount as last year, and will try to ration the salt to get through the winter.  He is looking for alternatives.

 

9.         Other Business:  Trustee Modica asked about the presentation last month from the alarm company.  He was told what the alarm company representative told the Board.  He would like to investigate finding less expensive monitoring service. 

 

            Clerk Tarulis reported that the Board of Elections has said they will not be using the lower level of the Assessor’s building for a polling place.

 

10.       Audit of Expenditures:

 

            Motion by Trustee Modica to audit expenditures.  Second by Trustee Smith.  Voice vote, all in favor, motion passed. 

 

The following total expenditures in each fund were reviewed:

 

            Town Fund                               $  37,280.07

 

            General Assistance Fund    $    5,659.62

 

            Road & Bridge Fund                $414,651.36

 

Motion by Trustee Smith to approve the audit of the expenditures.  Second by Trustee Modica.

Ayes:  Smith, Voras, Modica, Clarke

Nays:  None

Absent:  Klaeren (Motion Passed.)

 

11.       Motion to Adjourn:  Motion to adjourn by Trustee Voras, second by Trustee Modica.  Voice vote, all in favor, motion passed.  The meeting adjourned at 9:45 p.m.
