MINUTES OF THE REGULAR MEETING OF OCTOBER 8, 2008
CALL TO ORDER: The Regular Meeting of the Board of Town Trustees was called to order by Supervisor Clarke at
7:30 p.m., at the Lisle Township office, 4711 Indiana Avenue, Lisle, IL.

3. Approval of Minutes:
Motion by Trustee Smith to approve the minutes of the September 10, 2008 Town Board meeting. Second by Trustee
Voras. Voice vote, all in favor, motion passed.
4. IMRF Early Retirement Incentive
Resolution: The ERI Resolution has been updated to an effective date of November 1, 2008. Assessor
Trowbridge said he can budget sufficient funds if any of his employees elect to retire early. Trustee Voras asked why we
should adopt the ERI. Supervisor Clarke said two employees would likely retire early, and we would replace them with
lower-paid employees and save money on salaries. He may also replace one full time employee with a part time.
Ms. Voras noted that if every eligible employee elected to retire, the Township would be liable for $800,000 in additional
payments to IMRF. Highway Commissioner Dow and Mr. Trowbridge said they did not think any of their employees would retire
early.
Motion by Trustee Klaeren to approve the Resolution to authorize IMRF Early Retirement Incentive
Program effective November 1, 2008. Second by Supervisor Clarke.

5. Determination of Elected Officials’ Salaries
for 2009 – 2013 Term: Clerk Tarulis handed out an updated summary of the salaries set so far by other Townships for
the next term. Supervisor Clarke pointed out that the numbers were also calculated, discussed and compared at our last
meeting.
Assessor: Current salary is $93,000 per year, plus $400 per month car allowance ($4,800/yr).
Trustees discussed raises at 4% and 4.5%. The car allowance was set several terms ago, when gas was about $1 per
gallon. Assessor Trowbridge said he has to drive for official business almost every day.
Motion by Trustee
Klaeren to set the vehicle allowance at $500 per month ($6,000/yr), and that the allowance be subject to taxes and included in
IMRF. Second by Trustee Voras.

Klaeren to increase the salary by 4.5% per year. There was no second.

2011 - $100,600
2012 - $104,610
2013 - $108,800

Clerk: Motion by Trustee Smith to increase the salary for the Clerk for the first year to bring Lisle
Township closer to, but still below, the average of other township clerks, and then 4% per year thereafter, beginning in May of each of the
following years, to the following amounts:
2009 - $ 21,000
2010 - $ 21,840
2011 - $ 22,713
2012 - $ 23,622

Trustee: Trustee Smith suggested a salary freeze at the current salaries. Motion by
Supervisor Clarke to freeze the trustees’ salaries. Second by Trustee Smith.

Modica to increase the salary by 3% per year, beginning in May of each of the following years, to the following amounts:

6. Resolution to Determine Estimated
Taxes: Supervisor Clarke presented the Resolution to determine estimated taxes. The increase is
less than 5% over last year.
Motion by Trustee
Modica to approve the Resolution to Determine Estimated Taxes as presented. Second by Trustee Klaeren.

7. Resolution to Determine Estimated Taxes for
Road District: Highway Commissioner Dow presented the Resolution to determine estimated taxes for the Road
District. The increase is less than 5% over last year.
Motion by
Supervisor Clarke to approve the Resolution to Determine Estimated Taxes for the Road District as presented. Second by Trustee
Smith.

8. Update on Refuse and Recycling Contract:
Supervisor Clarke handed out copies of three Proposals that were received in response to our Request for Proposals. Two
of the companies will need to be contacted for clarifying information. The Proposals will be sent to the Refuse
Committee also. There will be a meeting of the committee on Monday, October 20, at 7:30 p.m.
9. Report of Township Supervisor:
Supervisor Clarke reported that all programs are very busy and running smoothly.
10. Reports of Township Officers: Assessor Trowbridge
reported that the recent heavy rain caused flooding in the lower level of his building, and mice have been detected.
Highway
Commissioner Dow had no report.
11. Other Business: None.
12. Audit of Expenditures:
Motion by
Supervisor Clarke to audit expenditures. Second by Trustee Klaeren. Voice vote, all in favor, motion
passed.
