MINUTES OF THE REGULAR MEETING OF NOVEMBER 11,
2009
CALL TO ORDER: The Regular Meeting of the Board of Town Trustees was called to
order by Supervisor Clarke at 7:30 p.m., at the Lisle Township office, 4711 Indiana Avenue, Lisle, IL.

3. Approval of
Minutes: Motion by Trustee Tams to approve the minutes of the October 14, 2009 Town Board meeting.
Second by Trustee Voras. Voice vote, all in favor, motion passed.
4. Discussion of Traffic Sign
Request: Mr. Tom O’Shaughnessy sent a letter to the Board, with copies of letters from the Hobson Creek HOA President and
yield sign guidelines. Mr. O’Shaughnessy received a letter from DuPage County DOT advising that no accidents have occurred at
his intersection and sight lines are ok. The County does not believe a yield sign is warranted. Mr.
O’Shaughnessy questions the letter, and said there are glaring issues in it. He said the County and Township both claim they
do not have jurisdiction and the other one does. Mr. Dow said he will call the County Engineer for clarification for Mr.
O’Shaughnessy.
5. Discussion of Culvert Repair
Request: Mr. and Mrs. Yackle appeared to discuss their problem with stormwater running down their driveway and entering
their basement windows, caused by their neighbor’s culvert removal. Mr. Dow said that he had a proposed solution and left the
meeting with Mr. and Mrs. Yackle to discuss the issue.
6. Approval of Tax Levy for Town
Fund and General Assistance Fund: Supervisor Clarke reviewed the Tax Levy Ordinance, which has been discussed at prior
meetings. Trustee Voras asked about the Early Retirement Incentive Program levy. There were no further
questions.
Motion by Trustee Klaeren to approve the Tax Levy Ordinance for the Town Fund.
Second by Trustee Tams.

Motion by Trustee Tams to approve the Tax Levy Ordinance for the General Assistance
Fund. Second by Trustee Klaeren.

7. Resolution to Include Taxable
Allowances as IMRF Earnings: Supervisor Clarke noted that the Assessor’s salary was set about one year ago for the next
term of office, and included a specific direction that his car allowance be included in IMRF earnings for retirement purposes.
IMRF has sent us a Resolution to authorize the inclusion of taxable benefit allowances in IMRF earnings.
Motion by Trustee Modica to approve the Resolution to Include Taxable Allowances as IMRF Earnings,
as presented. Second by Trustee Tams.

8 Resolution to Support
Census: Supervisor Clarke described a resolution to support the 2010 census in Lisle Township, to support the census to
make sure that all residents of Lisle Township are counted. There is no financial
commitment.
Motion by Trustee Voras to approve the Resolution to support the 2010 Census.
Second by Trustee Klaeren. Voice vote, all in favor, motion passed.
9 Food Pantry
Holiday Program Update: Mr. Jim Vondran gave an update on the various programs. In October,
Woodridge closed registration for their programs. We have no cutoff date. So far 63 families have
registered, mostly from Naperville and Lisle but also from Woodridge. At this time we have more families than
sponsors. There are four or five food drives going on right now.
The food pantry has purchased a new freezer, which was delivered last Friday.
The two freezers at the Assessor’s building need to be moved to this building.
10. Report of Township
Supervisor: Supervisor Clarke reported that last night was the wake for former Trustee Norm Sula’s son.
Most officials attended. The Friends of Lisle Township sent an outline of a memorandum of understanding to the Township, which
is being reviewed by Trustees Voras and Modica. The draft and comments will be sent to the Township Attorney and then the
Board.
11. Reports of Township
Officers: Assessor Trowbridge had no report.
Highway Commissioner Dow was absent, meeting with Mr. and Mrs. Yackle about their stormwater
issue.
12. Other Business:

13. Audit of
Expenditures:
Motion by Trustee
Klaeren to audit expenditures. Second by Trustee Voras. Voice vote, all in favor, motion
passed.

Trustee Modica questioned one of the general assistance checks for fuel and car
repairs. Supervisor Clarke said he will get the information for next meeting. Motion by Trustee Klaeren to
approve the audit of the expenditures. Second by Trustee Modica.

14. Motion to Adjourn:

RESOLUTION
WHEREAS, our United States Constitution requires a Census of the population of our
nation every ten years, AND,
WHERAS, Census information is used to determine how many members
our state has in the United States House of Representative and is also used to determine districts in our state legislature and local governing
bodies, AND,
WHEREAS, having an accurate and complete census count is important to our community
in determining Federal state aids and grants, economic development, housing assistance, transportation, and many other used,
AND
WHEREAS, every resident in our community counts and deserves to be
counted,
NOWTHEREFORE, BE IT RESOLVED, that Lisle Township of Lisle, DuPage
County, Illinois recognizes the importance of the 2010 Census and agrees to promote the Census to assure that all residents of our community are
counted.
Approved by the Lisle Township Board of Trustees at their monthly board meeting, Wednesday, November 11,
2009.
