MINUTES OF THE REGULAR MEETING OF JULY 9, 2008
CALL TO ORDER: The Regular Meeting of the Board of Town Trustees was called to order by Supervisor Clarke at
7:30 p.m., at the Lisle Township office, 4711 Indiana Avenue, Lisle, IL.

2. Public Comments: None.
3. Approval of Minutes:
Motion by Trustee Smith to approve the minutes of the June 11, 2008 Town Board meeting. Second by Trustee
Modica. Voice vote, all in favor, motion passed.
4. Discussion of Health Insurance
Renewal: Supervisor Clarke reported that Mr. Edson from Esser Hayes Insurance was scheduled to make a presentation
but was unable to attend. Mr. Clarke noted that there is approximately a 15% increase in our coverage from Blue
Cross/Blue Shield. The insurance agents also obtained quotes from Aetna, UniCare, Humana and United Healthcare for
comparison. Someone will attend the meeting next month to present details and answer questions.
5. Community Career Center
Presentation: Mr. Terry Cherep gave everyone present a handout with information and statistics about the Career
Center. There have been over 4,000 client visits this last year, with 654 new clients. Approximately
22% of the new clients live in Lisle Township. Mr. Cherep thanked the Board for prior years’ contributions, and
requested that the Township support the CCC again this year. The annual fundraiser is on August 27 at Meson
Sabika. Last year the Township contributed $3,000, which is about $21 per person for the new clients that were served
from the Township. Trustee Modica suggested that we increase our sponsorship if funds are available.
Trustee Smith commented that Mr. Cherep has done a great job representing the Township on the CCC Board.
Motion by Trustee
Klaeren to reappoint Mr. Cherep as the Lisle Township representative on the CCC Board. Second by Trustee
Modica. Voice vote, all in favor, motion passed.
6. Report of Township Supervisor:
Supervisor Clarke advised that the refuse committee has met to finalize the Request for Quote (RFQ), and sent the final comments and
changes to Attorney Monson. He should have the final draft complete within a few days, and it will be sent out to the
major waste haulers.
Mr. Clarke also
pointed out the new on-line terminal in the Board room, which is dedicated to preparing applications and forms for Orders of
Protection. Township residents can come into the office and prepare the forms before going to Court, which should save several
hours of court time for the person.
7. Reports of Township
Officers: Assessor Trowbridge reported that he had building problems again last month. The air
conditioning was not working, and then the condensate was leaking into the building and causing water damage. He still has
security concerns after last month’s apparent threat from an irate taxpayer. The carpet is becoming a major
problem.
Highway
Commissioner Dow reported on the meeting of the Township Officials of DuPage County with Representative Randy Ramey, and the new legislation Mr.
Ramey sponsored regarding annual meetings. Mr. Dow also handed out a list of current township salaries in DuPage County, for
information prior to setting salaries for the 2009-2013 term.
8. Other Business: Mr. Jim Vondran gave a
report on the food pantry. Eleven new families were signed up in May, and there have been more requests for emergency
food distributions. Approximately 700 people per month are receiving food from the food pantry.
Mr. Jim Healy
noted that there appears to be an increase in all township services. More people are being served, and the people are applying
for more services. It is common for a client to apply for Liheap (heating assistance), Ride DuPage (transportation assistance)
and the food pantry, all at the same time. The Township also refers clients to 18 – 24 other agencies for
assistance.
Clerk Tarulis
reported that he advised the Board of Election Commissioners that the lower level of the Assessor’s building is available for early voting, but
that the Township could not provide any staff for the site. He hasn’t heard back from the Board of
Elections.
9. Audit of Expenditures:
Motion by Trustee
Smith to audit expenditures. Second by Trustee Voras. Voice vote, all in favor, motion
passed.

Trustee Smith questioned why the alarm monitoring bill is over $1,500 again this
quarter. Supervisor Clarke will get them to provide information on our account before next meeting. Motion
by Trustee Smith to approve the audit of the expenditures. Second by Trustee Modica.

10. Motion to Adjourn: Motion to adjourn by Trustee
