MINUTES OF THE REGULAR MEETING OF JANUARY 14, 2009


CALL TO ORDER:  The Regular Meeting of the Board of Town Trustees was called to order by Supervisor Clarke at 7:30 p.m., at the Lisle Township office, 4711 Indiana Avenue, Lisle, IL.

2.         Public Comments:  None.


3.            Approval of Minutes:  Motion by Trustee Klaeren to approve the minutes of the December 10, 2008 Town Board meeting.  Second by Trustee Smith.  Voice vote, all in favor, motion passed.


4.            Approval of Contract for Refuse and Recycling:  Supervisor Clarke reported that the Refuse Committee met on January 5 and reviewed the draft contract with Allied Waste.  Several revisions were made and the committee recommends the Town Board approve the final version.  An Ordinance to approve the licensing of waste haulers, and prohibit non-licensed haulers from operating in the Township, has been prepared by Township Attorney Monson.  Trustee Klaeren discussed notices to homeowners, letters to the homeowner associations, and the brochure to be prepared by Allied Waste.


            Motion by Trustee Smith to approve Ordinance 2008-4, An Ordinance Granting an Exclusive Solid Waste, Yard Waste and Recycling Franchise in the Unincorporated Areas of Lisle Township.  Second by Trustee Modica.

Absent:  None (Motion Passed.)


            Motion by Trustee Klaeren to approve a contract with Allied Waste Services of North America, LLC, to provide refuse, yard waste and recycling services in the unincorporated areas of the Township.  Second by Trustee Voras.

Absent:  None (Motion Passed.)


5.            Presentation by Susan Peterson and Joy Maguire-Dooley:  Ms. Peterson thanked the Board for the opportunity to describe her duties and recent workload.  She is the Director of Youth Services, and is often the face of Lisle Township.  She works with the Job Club on Monday mornings helping with resume preparation.  Ms. Peterson has helped prepare over 5,000 resumes over the years.  She coordinates the Yellow Brick Road directory, works on the Family Violence Coordinating Council of the 18th Circuit Court in Wheaton, works with the SNOW program for early youth guidance, works with the peer mentor programs at the schools, including after-school programs, and works at Naperville North High School at least weekly counseling students,  Ms. Peterson is a Certified Teacher and Addiction Counselor.


            Ms. Joy Dooley has a Masters of Education degree in Family Systems, and is a Certified Loss and Grief Counselor.  She works with the TRIAD program for seniors, and runs the Senior Services department of the Township.  She was a founder of the Job Club 18 years ago, and regularly works with club members at the Community Career Center.  Ms. Dooley is on a weekly talk radio show called Job Talk, Thursdays from 4:00 to 5:00 p.m.


6.         Report of Township Supervisor:  Supervisor Clarke thanked all officials for contributions to the food pantry during the holidays, and asked Mr. Vondran to give an update on the food pantry.  Mr. Vondran reminded the Board that the fool pantry is now limited to Township residents because the usage was so high.  The Holiday Program began in mid-September, working with Toys for Tots.  He worked with the Kiwanis Club for Thanksgiving meals and a Christmas party.  The Naperville Jaycees provided holiday food for approximately 150 people.  Requests for Christmas presents were up this year, with gifts provided to 115 families with approximately 450 people.  All gift recipients are Lisle Township residents.  Twenty organizations did food drives and/or provided gifts, including schools, churches and clubs.


            Mr. Clarke reported that the Board of Directors of the Friends of Lisle Township have met and are working on guidelines and goals for fundraising and charitable giving.


7.         Reports of Township Officers:  Assessor Trowbridge reported that the furnace in his building has been repaired and is working again.  The foundation has another crack in it.


            Highway Commissioner Dow reported that the freezer in his garage is full with food pantry supplies.  His drivers have been working extended hours doing snow plowing.  He is over budget on overtime salaries already.  They have been doing a great job.  The Road District is down to 1800 tons of salt remaining, and they are mixing it with sand to make it stretch. 


8.         Other Business:  None.


9.         Audit of Expenditures:


            Motion by Trustee Smith to audit expenditures.  Second by Trustee Voras.  Voice vote, all in favor, motion passed. 


The following total expenditures in each fund were reviewed:


            Town Fund                               $  34,246.38


            General Assistance Fund           $    4,841.34


            Road & Bridge Fund                $  56,538.76


Motion by Trustee Smith to approve the audit of the expenditures.  Second by Trustee Modica.

Nays:  None

Absent:  None (Motion Passed.)


10.       Motion to Adjourn:  Motion to adjourn by Trustee Modica, second by Trustee Voras.  Voice vote, all in favor, motion passed.  The meeting adjourned at 8:50 p.m.
