MINUTES OF THE REGULAR MEETING OF JANUARY 13, 2010
CALL TO ORDER: The Regular Meeting of the Board of Town Trustees was called to order by
Supervisor Clarke at 7:30 p.m., at the Lisle Township office, 4711 Indiana Avenue, Lisle, IL.

2. Public Comments: Mr. Jim
Healy handed out copies of the newsletter which was mailed this month. Trustees noted that the newsletter is
professional and informative as usual, and thanked Mr. Healy. Trustee Tams suggested that we collect e-mail addresses
from residents who would prefer to receive the newsletter online, and print the e-mail addresses for all Township officials.
Trustee Klaeren arrived at 7:35.
3. Approval of Minutes:
Motion by Trustee Tams to approve the minutes of the December 9, 2009 Town Board meeting. Second by Trustee
Modica. Voice vote, all in favor, motion passed.
4. Discussion of 501 C 3
Program: Supervisor Clarke asked Jim Vondran to summarize the food pantry finances first. Mr.
Vondran handed out an e-mail he had sent to Mike Skarr listing the cash expenditures that the food pantry has incurred in the past year,
including over $5,000 for equipment, over for $3,000 for food and food distribution, and over $2,300 for holiday
programs. For example, 15 families did not have a Christmas sponsor this year, so they were given gift
cards (80 families had a sponsor). The food pantry also needs to buy certain foods periodically, even
though there were 8 different food drives last year. Next month the Boy Scouts are conducting a food
drive. Mr. Vondran said he hoped the Friends of Lisle Township would be able to help supplement the Township resources
to pay these expenses.
Trustee Modica
handed out copies of the draft Business Services Agreement that the Friends of Lisle Township proposed, and a letter from Township Attorney Len
Monson with comments. The other officials had not read the documents, so they will be on next month’s
agenda.
Supervisor Clarke
reminded everyone that no individual has the authority to hire consultants or incur expenses on behalf of the Township, so that there are no
unexpected or unauthorized bills. The Board will discuss which future bills to pay for the Friends next
month.
5. Report of Township
Supervisor: Supervisor Clarke noted that the tentative budget has been sent out, and will be discussed next
month. Overall the proposed budget is down by approximately 5%. The applications for LiHeap, for home
heating assistance, have increased substantially. Passport applications are also up.
6. Reports of Township
Officers: Assessor Trowbridge reported that numerous tax appeals have been filed with the Board of
Review. There is also concern that the new Freedom of Information Act requirements will be time-consuming for his
office.
Highway Commissioner Dow reported that his tentative budget will be mailed to the Trustees before the next
meeting. About half of last year’s crack-filling and seal-coating projects were not completed due to weather, and will
be included in this year’s budget. His drivers have been working substantial overtime doing snow
plowing. The main garage floor is deteriorating to the point that the stones in the concrete are exposed and parts of
the floor are gravel, so he needs to resurface it. He is also planning on replacing the carpet in the office with carpet
tile for longer life and easier future replacement. He is also budgeting to construct a records room in the new
building.
7. Other
Business: Trustee Tams handed out a list of the documents that the County has online, and suggested we can get the same
documents on the Township website. Supervisor Clarke will check into our website storage
capacity.
8. Audit of Expenditures:
Motion by Trustee
Voras to audit expenditures. Second by Trustee Modica. Voice vote, all in favor, motion
passed.

Motion by Trustee Modica to approve the audit of the expenditures. Second by Trustee
Voras.
