MINUTES OF THE REGULAR MEETING OF FEBRUARY 11, 2009
CALL TO ORDER: The Regular Meeting of the Board of Town Trustees was called to order by Supervisor Clarke at
7:30 p.m., at the Lisle Township office, 4711 Indiana Avenue, Lisle, IL.

2. Public Comments: None.
3. Approval of
Minutes: Motion by Trustee Klaeren to approve the minutes of the January 14, 2009 Town Board meeting.
Second by Trustee Modica. Voice vote, all in favor, motion passed.
4. Discussion of Tentative 2009-2010 Budget
for Town Fund and General Assistance Fund: Supervisor Clarke reminded that the draft budget was mailed out, and everyone
should have reviewed it. The salaries are set for elected officials for the next 4-year term. The total
Town Fund is down approximately 30%. The combined General Assistance and Town Fund is up approximately 4%.
The tax rate will not increase. Assessor Trowbridge noted that his budget is not increased over last year, but that some lines
have been adjusted. The tentative budget must be posted for not less than 30 days prior to final approval.
Motion by Trustee Klaeren to post the tentative
budget ordinance as presented. Second by Trustee Modica.

5. Discussion of Tentative 2009-2010 Budget
for Road District: Highway Commissioner Dow noted that his draft budget was handed out last month, and described the
budget. The total is approximately $3,000 less than last year. Mr. Dow asked if there were any
questions. The tentative budget must be posted for not less than 30 days prior to final approval.
Motion by Trustee Modica to post the tentative
budget ordinance as presented. Second by Trustee Klaeren.

6. Update on Refuse and Recycling
Contract: Supervisor Clarke reported that the contract has been signed, and thanked all the officials for their
contributions. Stickers will be allowed, and there will be discounts for seniors. The fuel surcharge and
administrative fees have been eliminated. There will be one toll-free phone number for all township residents to call for
service and complaints. The contract is for 3 years, with options to renew. Both Allied Waste and the
Township will be sending out brochures to the residents to advise them of the new contract and terms of service. Allied Waste
has already begun billing residents at the reduced rates.
7. Report of Township Supervisor:
Supervisor Clarke asked Jim Healy and Jim Vondran to give updates on their workloads at the township. Mr. Healy said the
LIHEAP program (low-income heating assistance) demographic is changing. There are more professionals and former executives
applying for assistance, as well as more applications overall. Mr. Vondran reported that 144 families received food assistance
in January, which was low due to the extreme cold weather. 338 families received perishable food, feeding approximately 1,027
people. All food recipients are Lisle Township residents. Mr. Healy also noted that when a family receives
one form of assistance, they usually are referred to other programs as well, such as the job club. They attempt to provide
holistic services.
Mr. Clarke reported that the other township
programs are running smoothly. He is working on a newsletter. IMRF had a meeting to report about a 25% loss
in investments, and the township contributions will be raised for several years.
8. Reports of Township Officers:
Assessor Trowbridge reported that the lower level of his building has consistent flooding. He had a grade assessment done on
the sidewalks, and they are sloped toward the building instead of away. He was told that drains need to be
installed. Trustees asked about jacking the sidewalks back to proper grade. Mr. Trowbridge also reported
that the carpeting in some of his building is deteriorating and becoming a hazard.
Highway Commissioner Dow reported that he will
be bidding the 2009 roadwork soon. The cost of asphalt is up about $20 per ton, which is substantial. He
estimates that approximately $700,000 total road repairs can be done this year. Two new trucks were delivered this
month. His department did additional leaf pickup in February after the snow melted. Remodeling on the new
building was completed for approx. $114,000, and was budgeted for $140,000. He plans on painting the building next
summer. The Road District will be jointly bidding salt for next season with other townships and DuPage
County. TOI’s next educational seminar is June 17 in Palatine.

10. Audit of Expenditures:
Motion by Trustee Smith to audit
expenditures. Second by Trustee Modica. Voice vote, all in favor, motion
passed.
