MINUTES OF THE REGULAR MEETING OF DECEMBER 10, 2008
CALL TO ORDER: The Regular Meeting of the Board of Town Trustees was called to order by Supervisor Clarke at
7:30 p.m., at the Lisle Township office, 4711 Indiana Avenue, Lisle, IL.

2. Public Comments: None.
3. Approval of Minutes:
Motion by Trustee Klaeren to approve the minutes of the November 12, 2008 Town Board meeting. Second by Trustee
Smith. Trustee Smith noted that he had asked for a study to determine the extent of the surplus funds the township may
have. Trustee Voras requested clarification of the status of the Friends of Lisle Township. Mr.
Vondran reported that the corporation is classified for tax-exemption purposes as a public charity, not a private
foundation. Voice vote, all in favor, motion passed.
4. IMRF Early Retirement Incentive
Resolution: Assessor Trowbridge handed out a chart showing estimated cost savings for his department if the ERI
Resolution is approved. The estimated net cost savings is approximately $291,000 over the next 5
years. Mr. Trowbridge used an 8-year payback to IMRF in the calculations because there would be no increase in the
forecasted budget, and there would be positive cash flow savings each year. Trustee Modica said more information
is needed, that the savings are not guaranteed and he needs more assurance that the savings would be realized.
No action was taken on the IMRF Early Retirement Incentive
Program.
5. Approval of Tax Levy Ordinance for Road
District: Highway Commissioner Dow presented his tax levy. The levy is increased by approximately
5%, which is required in order for the township to qualify for Motor Fuel Tax funds. The total amount of the levy is
$2,763,750. Trustees asked Mr. Dow several questions about the levy.
Motion by Trustee
Voras to approve the Tax Levy for the Road District as presented. Second by Trustee Smith.

6. Update on Refuse and Recycling Contract:
Supervisor Clarke requested a special meeting to review the final draft of the contract presented by Allied Waste. The
meeting will be December 15 at 7:00 p.m. A draft of the contract will be mailed to all Trustees, who should review the
draft prior to the meeting. The township will give notice to residents prior to the effective date of the new contract,
and the Homeowner Associations will give notice to their members
7. Discussion of Tentative 2009 – 2010
Budgets: The first draft of the new budget was handed out, and Supervisor Clarke requested that all officials begin
to review the budget and be prepared to discuss it at the next meeting.
8. Report of Township
Supervisor: Supervisor Clarke reported that the office computers are having problems, and several may have to be
replaced.
9. Reports of Township
Officers: Assessor Trowbridge had no report.
Highway
Commissioner Dow reported that his crews had problems with leaf pickup this year. The leaves fell late, and the snow fell
early, so leaves were plowed into the parkways. The leaves were picked up after the snow melted, and there were 35 more trucks
of leaves this year then last. The Road District used 5 different locations for leaf disposal this year.
10. Other Business: Jim
Vondran reported that the food pantry use has increased again. Many of the patrons are not residents of Lisle Township, so a
new policy was implemented on November 24 that only residents may pick up perishable foods. The holiday program is in full
swing, with 115 families signed up for gifts. An additional 50 sponsors are needed. He is contacting
churches, the city and villages, car clubs, and other organizations to find sponsors.
11. Audit of Expenditures:
Motion by Trustee
Smith to audit expenditures. Second by Trustee Modica. Voice vote, all in favor, motion
passed.

Motion by Trustee Klaeren to approve the audit of the expenditures. Second by
Trustee Voras.

12. Motion to Adjourn: Motion to adjourn by Trustee
Smith, second by Trustee Modica. Voice vote, all in favor, motion passed. The meeting adjourned at
9:30 p.m.
