MINUTES OF THE REGULAR MEETING OF JULY 8, 2009
CALL TO ORDER: The Regular Meeting of the Board of Town Trustees was called to order by Supervisor Clarke at
7:30 p.m., at the Lisle Township office, 4711 Indiana Avenue, Lisle, IL.

2. Public Comments: None.
3. Approval of Minutes:
Motion by Trustee Tams to approve the minutes of the June 10, 2009 Town Board meeting. Second by Trustee
Voras. Voice vote, all in favor, motion passed.
4. Discussion of
Employee Health Insurance: Supervisor Clarke introduced Bill Edson from Esser Hayes Insurance. Mr.
Edson described that the township’s current health insurance plan will increase by 20.78%. The increase is about 10% base
increase, 9% claim experience, and 2 % other. The township presently has 5 active claims with over $25,000 in expenses,
including 2 claims with over $100,000 of expense. Mr. Edson has proposed changing the current plan to increase deductibles,
office visit co-pays, and prescriptions. The alternate plan would still be a 14.3% increase. Trustees asked
questions regarding the employee share of premiums (7% individual, 12% family), MSA accounts, and coverages. Assessor
Trowbridge and Highway Commissioner Dow said they are worried about personnel issues with these increases. Mr. Trowbridge said
he may have to lay off an employee in order to pay for the increase. Supervisor Clarke said we have to vote on the health
insurance at next month’s meeting, because the effective date is September 1. Mr. Edson will obtain quotes for additional
alternative plans for next month’s meeting.
5. Discussion of 501(c)(3)
Concerns: Township Attorney Len Monson was present to answer questions from Trustees. Trustee
Voras asked questions regarding the By-laws of the Foundation. Trustee Modica questioned whether the Township had any
potential liability from the Foundation. Mr. Monson said the Foundation is legally separate, but also is a related
entity because the mission is to support the Township food pantry, and the Township pays the Foundation’s bills. Mr.
Monson suggested that the Foundation report to the Township in the same manner as the food pantry. Trustee Modica asked
Mr. Monson to issue a written opinion and to attend the September Board meeting. Supervisor Clarke asked everyone to
route questions through him or Lynda Rusher, to coordinate the questions and answers.
6. Report of Township
Supervisor: Supervisor Clarke reported that Susan Peterson’s last day was Friday, July 3. She will be
replaced with a part-time employee at substantial cost savings.
7. Reports of Township Officers: Highway
Commissioner Dow reported that his department completed brush pickup this month.
Assessor
Trowbridge reported that his office is working with the Supervisor of Assessments office on this year’s final numbers. He said
fair market values dropped in 2008, and he expects to see an increase in assessment appeals this year.
8. Other Business: None.
9. Audit of Expenditures:
Motion by Trustee
Klaeren to audit expenditures. Second by Trustee Modica. Voice vote, all in favor, motion
passed.
