MINUTES OF THE REGULAR MEETING OF DECEMBER 9, 2009
CALL TO ORDER: The Regular Meeting of the Board of Town Trustees was called to order by
Supervisor Clarke at 7:30 p.m., at the Lisle Township office, 4711 Indiana Avenue, Lisle, IL.

2. Public
Comments: Highway Commissioner Dow gave his report at this time. He handed out and discussed a letter
from the County Engineer describing the Township’s authority to place traffic signs. Mr. Dow also noted that the problem with
the Yackle’s drainage has been resolved, and Trustee Tams added that Mr. Yackle had called him and said he was happy with the
resolution. Mr. Dow needs to leave the meeting early tonight because there is a heavy snow and his crews are scheduled to
begin plowing at 2 a.m.
3. Approval of Minutes:
Motion by Trustee Tams to approve the minutes of the November 11, 2009 Town Board meeting. Second by Trustee
Klaeren. Voice vote, all in favor, motion passed.
4. Approval of Tax Levy for Road
District: Highway Commissioner Dow reviewed the proposed Tax Levy Ordinance, which includes six different
funds. He explained that he is required to levy at a 5% increase in order to qualify for Motor Fuel Tax funds, but that the
County will cut the levy to the maximum allowed under the tax cap. There were no
questions.
Motion by Trustee Voras to approve the Tax Levy Ordinance for the Road District. Second by
Trustee Modica.

5 Food Pantry Holiday Program
Update: Mr. Jim Vondran gave an update on the various programs. The Thanksgiving meals were a
success for many families. There are 95 families signed up for Christmas, but only 67 sponsors so
far. He is still taking sponsors up until the last minute or until every family is covered. The Shop
with the Sheriff program has been taking kids shopping for presents. The Friends of Lisle Township have received approx.
$1,900 in donations, and expects another $3,000 from Eckridge Foods.
6. Report of Township
Supervisor: Supervisor Clarke asked Trustee Modica to give an update on the foundation. Mr. Modica and
Trustee Voras reviewed the Memorandum of Agreement from Mike Skarr, President of the Friends of Lisle Township, and met with Township attorney
Len Monson. Mr. Monson prepared a letter and now the Trustees are doing a line-by-line review of the
Agreement. Supervisor Clarke questioned hiring the attorney for the review. Mr. Modica said he believed the
Board authorized the attorney review. The draft and comments will be sent to the Town Board when the review is
complete.
Supervisor Clarke
noted that the Village of Lisle is considering a TIF District for the Navistar relocation to a former Lucent building on Warrenville
Road.
7. Reports of Township
Officers: Assessor Trowbridge is out of town.
Highway Commissioner Dow made his report at the beginning of the meeting.
8. Other Business: Trustee
Tams noted that the Better Government Association of Chicago had published an investigation of Cook County townships, which was not very
flattering. Mr. Tams discussed the posting of DuPage County documents online, and offered to take the lead on getting
more Township documents online. Trustee Klaeren reported that he is on the Board of the Community Career Center as the
Township representative. Trustee Modica discussed his opinion that the Township should allow all residents to address
all Township issues at our Board meetings, including Road District issues.
9. Audit of Expenditures:
Motion by Trustee
Modica to audit expenditures. Second by Trustee Tams. Voice vote, all in favor, motion
passed.

Motion by Trustee Tams to approve the audit of the expenditures. Second by Trustee
Voras.

10. Motion to Adjourn:
Motion to adjourn by Trustee Klaeren, second by Trustee Voras. Voice vote, all in favor, motion passed. The
meeting adjourned at 8:37 p.m.
