MINUTES OF THE ANNUAL TOWN MEETING OF APRIL 14, 2009
CALL TO ORDER: Township Clerk Richard Tarulis called the Annual Meeting to order at 7:00 p.m. at
the Lisle Township office, 4711 Indiana Avenue, Lisle, IL.
1. Election of Moderator:
Motion by Chuck Clarke to nominate Bob Heap as the Moderator of the Annual Meeting. Second by Vito
Modica. There were no other nominations. Voice vote, all in favor, motion passed.
Motion by Bob
Klaeren to set the Moderator’s salary at zero. Second by Patti Voras. Voice vote, all in favor, motion
passed.
Clerk Tarulis
administered the Oath of Office to Mr. Heap.
2. Appointment of Sergeant-at-Arms and
Parliamentarian: Motion by Mike Connelly to nominate Jim Healy as the Sergeant at Arms for the Annual
Meeting. Second by Bob Klaeren. There were no other nominations. Voice vote, all
in favor, motion passed.
Mr. Heap appointed Rick Tarulis as the Parliamentarian for the Annual Meeting.
3. Approval of April 8, 2008 Annual Town Meeting
Minutes: Motion by Doug Krause to approve the April 8, 2008, Annual Town Meeting minutes. Second
by Vito Modica. Voice vote, all in favor, motion passed.
4. Report from Township
Clerk: Township Clerk Tarulis read the financial statements for the past fiscal year, including beginning balance,
income, expenses and ending balance for each Township and Road District fund. Motion by Jay Fisher to accept the
financial report and place on file. Second by Doug Krause. Voice vote, all in favor, motion
passed.
5. Discussion of 501(c)(3)
Foundation: Moderator Heap introduced Jim Vondran, Food Pantry Supervisor. Mr. Vondran reported that
the food pantry is working with only eight volunteers, and serves over 500 families per month. The Friends of Lisle Township
foundation was formed to develop alternative revenue sources and assist the food pantry. The foundation has been granted 501
(c (3) status by the IRS, so donations are tax deductible. The foundation also qualifies the food pantry for additional
assistance from the Northern Illinois Food Bank.
6. Report from Highway
Commissioner: Highway Commissioner Dow thanked everyone for attending. He reported that his department
has had soaring costs. The price of a ton of salt went up to $130 per ton this year. Asphalt was at $65 per
ton last year. Fuel costs have also been higher than anticipated. The Highway Department is going to
jointly bid the salt for next year with DuPage County and other townships. There have been numerous thefts of road signs, and
he has had to use 10-foot sign poles and place grease on the poles so they cannot be climbed. Mr. Dow anticipated the tax
receipts will go down next year, because assessed values have been down and there is minimal motor fuel tax funds available.
He anticipates challenges ahead for this year, but he is blessed with a great staff. Mr. Dow introduced the staff of the Road
District, and thanked them for their hard work.
Motion by Vito
Modica to accept the Highway Department report and place on file. Second by Mike Tams. Voice vote, all in
favor, motion passed.
8. Report from
Assessor: Assessor John Trowbridge reported that he feels the current economic system is not working.
Many people cannot afford their houses and are moving out. The assessed value system is not fair because it excludes
foreclosures, which should be taken into account in determining market value. The market is clearly indicating location,
location, location. Many houses are on the market longer this year but there is not much depreciation yet.
More houses in the township are vacant now and showing deferred maintenance also. Mr. Trowbridge introduced the employees of
his department, and thanked them for doing an excellent job.
Motion by Mike
Prueter to accept the Assessor’s report and place on file. Second by Mike Connelly. Voice vote, all in
favor, motion passed.
9. Report from Township
Supervisor: Supervisor Clarke thanked everyone for attending the meeting. Mr. Clarke introduced
the elected officials and staff who work in his office, and thanked them for another year of excellent service. The
garbage and recycling contract was bid and approved, and most residents are pleased with the service and cost. Gypsy
moths are becoming a problem in the township this year. The township web site is being updated monthly, and includes
minutes of past meetings, agendas for future meetings, the budget and program information. The General Assistance
programs are busy and serving more and more residents each year.
Motion by Bob
Klaeren to accept the Supervisor’s report and place on file. Second by Jay Fisher. Voice vote, all in
favor, motion passed.
10. Sale of Surplus Property: Moderator
Heap read a Resolution for Sale of Surplus Property. Motion by Doug Krause to approve the resolution to authorize the
sale of the surplus property as presented. Second by John Zediker. Voice vote, all in favor, motion
passed.
11. Public Comments from Registered Voters of Lisle
Township: None.
12. Set Next Annual Town Meeting Date:
Motion by Vito Modica to set the next annual town meeting for 7:00 p.m., Tuesday, April 13, 2010, at the Township
building. Second by Mike Tams. Voice vote, all in favor, motion passed.
13. Adjourn: Motion to
adjourn by Patti Voras. Second by Doug Krause. Voice vote, all in favor, motion passed.
